Let me explain the purpose of this patch.

The patch was created to remove the requirement to restart the X  
server after a kernel evdev input device has changed its axis  
parameters.

You will only see this patch in action if you:
1: Create a calibration utility.
2: Then send ioctl's to the device with new axis parameters

The X server will then read these new settings (without the need for  
restart) and the mouse / pointer will behave appropriately.
