Yes, I looked into it. I was able to get ahold of John Fan (John below)
from ViMicro. Here's a snippet from the conversation:

[Bob] Can we open the specification, or are these proprietary. If
proprietary, is there a reason?
[John] As I mentioned, we can only release standard datasheet, it have
no register information. The register information is proprietary.

[Bob]Is there a reason you don't use the standard USB Video Class (UVC)
? What are the advantages to deviating from this?
[John] For our old version chip (VC0323) used in the Samsung Q1
(designed last year), it did not have UVC feature. Because back then,
Vista is not ready yet. So, when Vista is ready and UVC become popular,
we have launched a new chip called VC0333, this new VC0333 have the UVC
feature in it.
...
[John] So, in conclusion: our old version chip VC0323 used in Samsung Q1
Ultra do not support UVC feature, and we can not release the regiter
info for this chip. We suggest you can you change the target to our
current new version chip, VC0333, because this chip can support UVC
feature.
