If there's translation to be done, it shouldn't wait for string freeze. On the contrary, it's better to start as early as possible, unless the interface is so unstable that translation would be a waste of time. Launchpad can translate all packages in Ubuntu, regardless of which component they are in (e.g., main or universe). It is only the language pack mechanism which is limited to packages in main. The last time I checked, Hildon itself had a bizarre translation setup, where the string in the code was a placeholder, rather than the English language string, which will make translation unnecessarily complex (particularly in Launchpad, I expect). The developers planned to fix this. Has that happened? Do any apps have a similar setup? The .pot templates should be automatically generated during the build, and will be automatically imported into Launchpad when the packages are uploaded and built.
