The current Evince for ubuntu-mobile doesn't have finger-scroll (aka. panning) support. We are planning to add the finger-scroll support to it using the MOKO library from Moblin. We would like to submit the changes to be included in the Ubuntu mobile build once we have it done. If this is not ok, please let me know asap.
