The ordering of Settings before System is purely for moblin 1.0. When it's the former way, a new group called System is created in addition to settings with only one entry, date&time. With the new ordering, date&time shows up where it's supposed to in the Settings category. It's all about how mobile-basic-flash handles reading in the desktop files.
