I recently updated my system from the 2.2.8 to the 2.4.2 release (Centos RPM). On my system I noticed that the files you are referring to moved from /etc/bacula to /usr/lib64/bacula. However, my bacula-dir.conf, bacula-fd.conf and bacula-sd.conf all contained references to the old /etc/bacula path.
My guess is that putting executable scripts in /etc is not the proper filesystem standard so they were moved.
