Here is a small patch for dhcp3-client 3.1.1-5ubuntu2 that fixes this in my test setup. The documentation states that REBOOT can be processed as BOUND, so this is what I changed there. Before the routes were added only in the initial BOUND case, whereas now subsequent REBOOT cases are covered as well.
