Public bug reported:

I installed nagios3 in saucy, and as such it installed Apache2 along
side it. When I tried viewing the status of a service in the web
interface, it tried to download the .cgi files.

Upon inspection, this is because the apache2 mod cgi had not been
enabled by the installer.
