This sounds like you need to adjust the libvirtd apparmor profile.
Edit
/etc/apparmor.d/abstractions/libvirt-qemu
and add the following line:
/usr/bin/kvm-balloon rmix,
--
kvm memory ballooning is unusable in Lucid
