Hrm.. etckeeper is run on apt-get remove/purge... In fact it is run as 
DPkg::Pre-Invoke and DPkg::Post-Invoke in any APT call.
Just tested:

$ sudo apt-get remove vim
[...]
Suppression de vim ...
Committing to: /etc/                                                           
modified .etckeeper
modified alternatives/ex
modified alternatives/rview
missing alternatives/rvim
modified alternatives/rvim
modified alternatives/vi
modified alternatives/view
missing alternatives/vim
modified alternatives/vim
missing alternatives/vimdiff
modified alternatives/vimdiff
Committed revision 2.

This is on maverick, but I'm pretty sure that wasn't changed for Lucid.
