Actually previously an ssh server has been installed but uninstalled completely and also deleted the /etc/ssh folder manually. Surprisingly, even after giving this error after starting ltsp server everything was working as if nothing bad happened. I don't know what to assume and i can't reproduce the bug :( This is as far as my knowledge goes.
