Public bug reported:

freeradius refuses to run after installing it. The reason is that 
/etc/freeradius contains files that are owned by root, whereas the freeradius 
server itself attempts to run as 'freerad' user. Therefore, it is not able to 
read the files in /etc/freeradius, some of which do not give permissions to 
group/others to read it.
