There is no bug reported on the ipsec-tools bug tracker, this is coming
from the boys at android - if you search the link I provided above
you'll see them blaming ipsec-tools for it, so thats the best I can
offer.  The fact that Redhat has implemented a work-around for it (see
provided patch above) suggests there is definitely something amiss.  I'm
afraid this is a bit over my head though.  I know I haven't been able to
connect to my L2TP VPn using Ubuntu ever since 11.10 which is when
ipsec-tools 0.8.0 was introduced - I notice that Werner Jaeger has a set
of packages but I haven't been able to get them working either.  L2TP /
IPSEC VPN is something Id really love to see working in network manager,
but it isn't offered as far as I know - so it would be pretty hard for
folks to be "affected" by this bug because Ubuntu doesn't offer the
functionality out of the box.
