Email This Page Print This Page The Monitor (Kampala) December 20, 2002 Posted to the web December 20, 2002 Ssemujju Ibrahim Nganda Kampala A Makindye West resident, Vincent Matovu has been held incommunicado for two weeks by the Chieftaincy of Military Intelligence (CMI), Parliament heard Dec. 17. MPs Yusufu Nsubuga Nsambu (Makindye West) and John Ken Lukyamuzi (Lubaga South) told Parliament that Matovu's rights have been abused by CMI. "The Constitution provides for 48 hours under which suspects must be produced in courts of law and charged," Nsambu said. "Why should a poor man like him be treated like that?" Nsambu wondered. Nsambu said some of the suspects arrested by CMI are kept at the Central Police Station (CPS). "Some of these people die from CMI," he said. He said Matovu has no access to medical care. Nsambu asked the "minister in charge of CMI" to explain the whereabouts of his constituent. Minister of State for Defence Ruth Nankabirwa promised to talk to Nsambu to get details before giving an answer. Lukyamuzi said Matovu was merely an editor of an opposition newsletter. Otuke MP Daniel Omara Atubo advised his colleagues to take up the matter with Uganda Human Rights Commission and courts of law. Atubo said that in his constituency, civilians are arrested and detained by soldiers. He said his constituent Paul Opuno, a grade III teacher was arrested on Oct. 7, on suspicion that he was a rebel collaborator. He has since disappeared. He said the suspect disappeared from Lira prison and that he filed a case with the High Court in Kampala
