As if to say Uganda under Museveni's NRM never caused trouble for DRC Congo. 
If the Congolese want to cause trouble for Uganda, it is their right to do 
so. After all it is Museveni who has been causing trouble for everybody in 
the Great Lakes Region.  What is the saying.... What is the saying.. what is

AS residents of the Rwenzori region try to put the ADF horrors behind them, 
the National Political Commissar, Dr. Crispus Kiyonga, says there are people 
trying to team up with the Allied Democratic Forces rebels to attack the 
country again.

He named some of the new rebels as Major Patrick Muhindo, Fenehasi 
Kisokeranio, Boniface Kinyambira and Abdallah Yusuf Kabanda.

Kiyonga was addressing a Christmas service held at Bwera, his home area, near 
the Uganda-DR Congo border, where he said the DRC-based rebels were bent on 
causing trouble for Uganda. Kiyonga urged the people to remain 
security-conscious.

Kinyambira was Dr. Kizza Besigye's campaign chairman in Kasese district while 
Maj. Muhindo, a former district reserve force commander, fled the country 
following allegations that he participated in the March 17, 2001, arson 
attack in which 11 people died and 52 houses were burnt-down in Kasese town.
