Thanks for the tip; I had not heard of Orca.

There is also <http://msi2xml.sourceforge.net/>, which sounds similar
(but using the command line).

Then that is a bug, either in the .msi file or in the install notes,
depending on how you look at it :-).

I would suggest opening a bug report on this one at
<http://bugs.activestate.com/>.  They really ought to provide a way to
install the package without the docs.
