Windows installation Is a bloody mess .. and the same is the documentation :-/

Winnt.exe Command Syntax

Directs Setup to place temporary files on the specified drive and to install

Other documentation says its  "the active partition" that get used.
Thats probably the partition with the boot flag..?
I have not tested this, andthe only way to find out is to test it, I guess..

For the record:
Unattended does not provide WINNT.EXE with the /t parameter (after a quick 
look on install.pl) 
And, Im not using DOS(emu)/WINNT.EXE any more ..

Its the long filename problem again..
WINNT.EXE, is running under DOS(emu) so we have the old 8.3 restrictions.
