Its the windows installer that does this, but only if told so,

Check that youre zshare/lib/unattend.txt has
[Unattended]
FileSystem=ConvertNTFS
and that it is not overridden with something else in zshare/site/unattend.txt
(or by other means, if you have a customized unattended)
You find the final unattend.txt that got used by the windows installer in
c:\netinst
after the installation has finished.
