I use a batch file with rundll32 commands to install network printers. The only problem is that it only installs it for the current user. So I also run a Perl script to add that batch file to the Default User's RunOnce key in the registry. Alternatively, you could copy the current user's profile to the Default User's profile. Or go the "Real Men Don't Click" route and have a Default User profile on the Netlogon share. I forget the actual rundll32 command to add a printer, but you can Google for it or I can get it for you next week when I'm at the office.
