I agree to a point... but honestly.. How long as SP2 for XP been out? 
Lets see... since Aug 25, 2004... I think modifying a file once every 
2.75 years is acceptable..  Hell, I modify it more frequently than that 
just to insert new drivers.

Perl is a wonderful tool for automating this process btw...
