Depends on the source. But good typographical codes (Imprimerie nationale in
France, Ramat in Qu�bec, etc.) advocate the use of accents on capitals as
they can help disambiguate titles.

Consider
IL EST INTERNE A L'HOPITAL
which can be interpreted as
IL EST INTERNE � L'H�PITAL  (he is a student in medecine)
or
IL EST INTERN� � L'H�PITAL (his case is very severe)
