This is a presentation style which makes words more readable in some conditions, notably on plates displayed on roads (cities are extremely rarely written in lowercase, as this is more difficult to read from far away when driving). Capitals anyway do not exclude preserving distinctions (so there's a capital Ess-Tsett which preserves the distinction with SS, anc accents are still present, even if they are difficult to distinguish from far away on roads) Deprecation only concerns long texts, presented in multiline paragraphs, for which capitals make the text less easy to read.
