To follow up on this thread:

It appears that ASCII is in fact a defined term in the Unicode glossary, and this term is sufficiently broad.

ASCII is sufficient to identify the range 0 - 127, whether that is simply a "range", "characters", "code points", or "scalar values". (Since they are all the same in that range 0 - 127.)

This leaves open the question of how to define the range that is not 0 - 127, but is 128 -> onwards. An e-mail will follow on the topic...
