CONFIG mode in trunk is not currently implemented, we had to remove parts of the support for it to get Portlet 2.0 working. It will be fixed once the rest of the Portlet 2.0 features are complete.

Is this expected at the moment or not. Similar problem was fixed
recently, so maybe it is related?
