Did you add FORWARD as below when configuring the Struts filter?
<filter-mapping>
<filter-name>struts</filter-name>
<url-pattern>/*</url-pattern>
<dispatcher>REQUEST</dispatcher>
<dispatcher>FORWARD</dispatcher>
</filter-mapping>
