To be honest nothing has changed in Tiles support between those versions, could you enable TRACE logging for package org.apache.struts2.tiles ? Do you use "org.apache.tiles.definition.DefinitionsFactory.DEFINITIONS_CONFIG" servlet init-param to define the definitions?
