You are missing support for default namespace "/" and as far as I see
you do not have neither <welcome-file-list> [1] defined in your
web.xml nor <default-action-ref/> [2] in struts.xml
I suggest adding adding a package supporting default namespace with
redirect to /User/Welcome action
<package name="default" namespace="/" extends="struts-default">
<default-action-ref name="index">
<action name="index">
<result name="actionRedirect">/User/Welcome</result>
</action>
</package>
<package name="user" namespace="/User" extends="struts-default">
