The latest version of CLI is 1.4 which you can find here https://commons.apache.org/proper/commons-cli/download_cli.cgi and in Maven repositories.
There is no CLI 2.0 release, you may or may not find old 2.0-SNAPSHOT builds in some Maven repositories.
