There is a couple of plugins, aand most of them would
be not necessary for almost every user.   There could
be also third party plugins ( user developed )  - and
those plugins are not known by plugin, and have to be
specified.  

And of course there are diferent plugin versions
( for example for hibernate )  - so being able to
speciofy concrete version would be nice.
