I think this is a mistake in the spec. Bundle.update() can change the
bundle to a completely different bundle even.

Well, Felix allows also migration to an older lower version (e.g. from
1.0.0 to 0.9). Now I am not sure if the spec is a little imprecise in
this regard (newer != higher) and this is perfectly fine. Or if it is
a (minor) bug.
