IPojo FactoryStateListener doesn't get notified while stopping factory

Hi,

I wish to use FactoryStateListener to track IPojo Factories once i get
their reference through ServiceTracker.

All is well except when stopping/uninstalling bundle of some IPojo
component, FactoryStateListener references don't get notified.
