org.osgi.framework.storage.clean property wasn't set to none.

They should be if you did not delete the cache. Make sure you don't
delete or have the org.osgi.framework.storage.clean property set
(other than to "none"). Furthermore, how do you stop the container?
Try to stop it by stopping the system bundle.
