let me pick this up :)

yes you need to take the full stack of pax-web. And JSP is suppoted by Pax Web
especially if you use Web Application Bundles
I suggest taking a look at [1].
If you think something is missing feel free to add a feature request at [2]
or just get in contact with the ops4j community.
