This issue was encountered more frequently in the days of Win XP, particularly for users of MS Office 2003, but can still raise it's ugly head, even for users of Win 10. Microsoft previously provided a "Windows Installer CleanUp Utility", but no longer support it. In the past I have successfully used the utility to resolve this problem on several computers. I am told, but cannot confirm, that it still works on Windows 10. BEWARE: Use at your own risk. Microsoft claims that "This tool _could_ damage some components of the operating system". Unless you are comfortable using this kind of utility, you might wish to get help from a more experienced computer user.
