I don't know of any program (ill write one later)
but basically you take the last 64 bits
so from 2001:388:7094:4080:240:f4ff:fe2b:5d1a
you get 240:f4ff:fe:2b:5d1a

Then you strip the ff:fe out of the middle
so you get
0240:f42b:5d1a
Then the last thing is the 02: become 00: 
I think thats a bit inversion i forget
I'll grab my book later and check
