Thanks to Andrea and Alberto for your help. I went around a friend's place last night and everything works on his win2000 box, so I guess that win98 is just no good. Fair enough.
I am getting strange behaviour on the win200 box though. I don't have my logs with me, so I can't provide the exact details. The first time I start the bearerbox, kannel sends AT+E0 and then AT+CPIN? and then AT+CPIN=1111 fine and then everything falls over and dies. The second time I start it, kannel sends AT+E0, AT+CPIN? (it doesn't have to set the pin this time) then sends something like AT=CGMF (I'm not sure exactly what it was) and then it falls over and dies. The third time I start it (and any subsequent times) it all works fine.
