hello,
 
there is two way to make localisations :
    - from the terminal, you ask for cellid, lac and you send it to a server
    - from the network, the operator get the localisation from the BTS and
HLR. on this case, the information is not always update, in case the mobile
didn't make a call or send sms for a long time. So the operator must force
the update to track the last position.

or better, which are the parameters needed by Kannel to localize the user or
for developing an application suing its APi for the same purpose? 
is the SMSC able to send /get uer or HLR/MSC data or every useful network
information?
