encoding-problem

hi 2 all
 
i use Kannel  `cvs-20070601'
 
i have problms with sending umlaute (e.g. Ä ä Ü ü Ö ö )
So i think it is a problem of coding ?
 
In kannel.conf i use:   alt-charset  = "ISO-8859-1"
 
so what is wrong ?
