In other words, eventually they will need an SMSc to send SMS. All SMS are sent through SS7 (legacy phone network) to reach mobiles. After all mobiles are phones and live in SS7. All provider SMScs have one leg in SS7, the other in SMPP (or similar network). You need to have registered a band of phone numbers to be considered a provider.
