Charles - I admit that those instructions are confusing. Can you use the menus to go to Tools > Options > LibreOffice Writer > General? There, under Settings, you should see 'Measurement unit' and then 'Tab stops'. In that field, my LibreOffice says 1.25 cm, meaning that I have tab stops set every 1.25 cm across the page.
This was the default setting. It seems to be what you want, and I don't know why you don't have it. Are you using a special template file?
