I seem to be behind the times. ;)

Again, that was a long time ago. When you connect to a wifi network now, there's an option "make available to other users" which is checked by default. That makes it a system-wide config with the password stored in the connection file instead of the local keyring. And NM will auto-connect (also enabled by default) on boot.
