That sounds great.
Would it work if I just added a new host with a ovs with the same bridge
name and migrated the VMs to that ?

From the OpenNebula point of view you need:
1.- In order to update the Networks, you need either use the same
bridge_names or use the new BRIDGE_OVS attribute.
2.- Shutdown the VMs
3.- Recreate the hosts with the new drivers
you should not need to update the VM templates, and if using the same
bridge names the Network templates neither.
