It's hard to know could be happening.

Is there any operation in the log? Do you have any VM that looks broken in
any way? Was oned.conf modified? maybe it has a conflicting set of
monitoring timers...

If you can, I's suggest to upgrade to 4.10 and see if the problem is fixed.
