Well... :-) I have been wanting to write this dashboard stuff for a long time now but I've never found the time to do it... I've now joined the XWiki project and I think it would make a nice foundation for a quality/health dashboard. OTOH I still don't know when I'll have time to work on it. Don't hold your breath...
That said, others on the list have already started working on a dashboard plugin and there's even been a submission for it I think. You may want to look at that.
