You have your repository declared inside of a profile.  Are you activating
that profile?

          -Dversion=1.5.0.09 -Dpackaging=jar -Dfile=/path/to/file

  Path to dependency:
        1) org.apache.maven.plugins:maven-antrun-plugin:maven-plugin:1.1
        2) com.sun:tools:jar:1.5.0.09

from the specified remote repositories:
  central (http://repo1.maven.org/maven2),

But I have my internal repository configured in
/local/repository/settings.xml.
