I don't know if it is new behaviour. We are using 2.0.7, its just something I have noticed for some time and was on my list of things to check. We are using this goal to populate an Eclipse Target platform and with 30+ dependencies is quite slow (~30+ seconds) to check things that are releases and shouldn't change.
