Hi Ranjani, 
The problem is with the test.txt, you have to make it MMS file, try this
sudo  mmssend -f +919******** -t +919******** -m test2.MMS -b  mmsc.conf
test2.MMS is attached, and if you wanna do it by yourself then go to this.
Please let me know the result,

Values of hostname, sendsms-username and sendsms-password are the one used in 
smskannel.conf.

I dont know if group = mms-vasp and group = mmsproxy is required to send mms. 
Also I'm not sure 
if type = soap which is used in group = mmsc and in group = mms-vasp. 

I executed the following commands:
mmsproxy /etc/mmsc.conf &
