You might want to check out
http://www.gklein.org/tests/js/disablekey.html, but trying to take
over one of the Browser's primary responsibilities (like refreshing a
page) isn't really a great idea.  User's already have an expectation
of what that key will do for them, and submitting a form isn't it.
