That doesn't look quite right. I'd expect it to look something like: <PreResources className="org.apache.catalina.webresources.FileResourceSet" base="C:\Users\Guest\git\xxxxx\src\main\resources\META-INF\resources" /> To map the contents of the "...\META-INF\resources" directory into the root of the web application.
