Why are you trying to run the service installer manually? You should be using the script (service.bat), not rolling your own. Also, Tomcat 5.5 does not need tools.jar, nor should you be attempting to set CLASSPATH. I believe (not positive) that quotes need to be surround an entire field, not be embedded in it.
